"On the republican budget for 2012-2017" dated August 31, 2016 No. 511, "On concessions" dated July 7, 2006 No. 167
"On architectural, urban planning and construction activities in the Republic of Kazakhstan" dated July 16, 2001 No. 242;
"On public procurement" dated December 4, No. 434-V
Budget Code of the Republic of Kazakhstan dated December 4, 2008 No. 95-IV.
Order of the Minister of National Economy of the Republic of Kazakhstan dated December 5, 2014 No. 129 "On approval of the Rules for the development or adjustment, conducting the necessary examinations of the investment proposal of the state investment project, as well as planning, consideration, selection, monitoring and evaluation of the implementation of budget investments";
Order of the Minister of Culture and Sports of the Republic of Kazakhstan dated March 31, 2015 No. 121 "On the approval of the minimum state standards for the network of cultural organizations and standard staffs of state cultural organizations of regional, city of republican significance, capital, district, cities of regional significance, rural levels";
Order of the Minister of National Economy of the Republic of Kazakhstan dated November 20, 2015 No. 707 "On approval of the Rules for determining the cost of construction of facilities at the expense of public investment and funds of subjects of the quasi-public sector";

Decree of the Government of the Republic of Kazakhstan dated December 29, 2009 No. 2225 "On approval of the list of budget investment projects that do not require the development of a feasibility study";
2. A positive Economic Opinion was received on the investment proposal of the Ministry of Culture and Sports of the Republic of Kazakhstan for a state investment project dated July 26, 2017-Ky No. 23-2 / 9549 // 17-01-38.24-47;
3. The initial data for the construction of the facility have been compiled - technical condition and architectural and design assignment
